True Cryptographic Numbers Without Bias
Standard pseudo-random generators use modulo arithmetic (e.g. random() % range), which introduces bias towards lower numbers when the range doesn't cleanly divide
the 32-bit integer capacity. Randomy uses unbiased rejection sampling, discarding values
above the maximum integer boundary to ensure mathematically uniform distribution.
